Be in harmony with natural scenes and historic relics, Scenic and historic interest areas are precious and unregenerative natural/culture wealth in China. In recent years, commonalty tourism is developing at a tremendous pace, it makes enormous environmental pressure on scenic spots. Serious artificial demolish have happened to many famous scenic spots. Governments and scholars become paying more attention on protecting, monitoring and managing scenic and historic interest areas.Protecting, supervising and sustainable using scenic and tourism resources is a complex task, it needs efforts from every walk of life. We use this research as part of pre-research, propose and demonstration for thesis "Information system for protecting, monitoring and managing scenic and historic interest areas ". This thesis is a key item that is authorized by department of construction, and it will be put into practice in next fifteen years. The dissertation is an essential and basic investigation report on carrying out the guideline "Rigorous Protection, Uniform management, Reasonable development, Sustainable using ".Based on a great deal of field survey and information research and following systemic principle, we use methods of multi-subjects syncretizing and comparative analysis to study the necessarity and essentiality on protecting and supervising scenic spots, the feasibility of monitoring scenic spots by 3S and remote survey, the overseas experiences and the general countermeasures of protecting scenic spots. The main contents of the dissertation are as follows:① We entirely research the chief character of Chinese scenic and historic interest areas, sum up the main problems , discuss the urgency of conservation and supervision. ② We expound the conception, contents and objective of environmental assessment in scenic spots, and emphasize the essentiality of establishing a indices system for environmental assessment. We probe into the procedure and basic index of assessment in landscape, ecosystem and social environment. As a result, environmental assessment is a feasible measure to realize effective protection.③ We analyze the contents of environmental monitoring and extract the emphases of it .We discuss the principles, means and advantages of GIS, RS, GPS and remotesurvey techniques, generalize the instruments for monitoring in scenic spots. The development status indicates that new techniques are feasible in our study.④ We inspired from comparative analysis on national park management, city conservation, environment preservation in foreign countries.⑤ At last, we suggest the effective countermeasures to protect scenic spots. They include measures on law, administrator, technique, management and education.
