Storage of electric power plays a more and more important role in modern society ,such as, the center of modern machining and manufacture, the center of compution, communication services, electric vehicle, finance service, and so on. They have very strictly require with the stability and reliability of electric power system. Traditional storage batteries, as a equipment of storage of electric power, have a wider application and higher performance, but they can't get rid of the disadvantage that chemical batteries have themselves. Flywheel battery, as a pure electromechanical storage system, because it has advantage of high specific energy and specific power, non-pollution long, cycle life, has a great development in a short time.Under reading a lot of domestic and foreign study about flywheel battery , this paper is for the purpose of the application of the flywheel battery on the electric vehicle and uninterruptible power supply(UPS).I complete the design of hardware and software about power electronics package conversion controller system of medium and small flywheel battery. This system is on the safe side and higher efficiency ,because of using the field oriented controlled modem technology and the Boost-Buck converter of DC, the closed loop control of voltage, current and speed, and combining with many ways of safeguard and reducing power wasting. In the end , based on the mathematics model of the charge and discharge of flywheel battery ,Simulating the course of charge and discharge by MATLAB language .The result shows that the control system is stability and reliability ,and the course of charge is fast ,it has good technology index in every items and has good synthetical quality, and reachs our purpose.
