The Automation of Electric Power System is developing toward open, standardization and distribution.The problem caused by the disunity of communication protocol in electric system, is becoming standing out more and more.The demand for standardization of the protocol and the desirability of constructing a transparent data environment are more urgent.It has become a common problem that realizing data communication and data sharing in different protocol systems.The paper begins with analyzing the development of electric system automation and the actuality of electric system communication, and makes a deep study in IEC870-5-101 protocol produced by IEC, puts forward the application thoughts of the protocols. In succession, contraposing the 101 protocol and DL/T 645 protocol ,using MSP430 chip fufills the devise of the converter.In software designing, completes the devise of 101 protocol substation part and the master part of 645 protocol ,realization communicating between the two protocols.Based on it we expands some functions to make the converter possess the fuction of data handle and data saving such as possessed by the commonly remote terminal units.The function tests using the master test software indicate that , the transmitter realizes the conversion between two protocol properly and it is real-time and stable .It has obtained the anticipated goals.
