The paper is based on the transformer reactive power optimization system of Tieling power supply company, it uses Oracle7.0database as the data management tools, power network parameters and real-time data collected from RTU equipment as input, gives transformer tap the best position and switching strategy of reactive compensation equipment, it is used for guiding the scheduling staff work.The data source of reactive power optimization system is obtained through communicating with remote RTU equipments to achieve collection telecontrol information of stations. In order to solve the problems of incompatible in communication protocols between RTU equipments, this paper raises a design and implementation about intelligent converter device which is based on a fuzzy expert system. The device uses digital signal processing technology, and through the fuzzy expert system identified a number of communication protocols intelligently uploaded by RTU, it transforms the protocols which are to be identified, and then uploades the unified protocol format to Unix server.First, this paper overviews the design ideas of the reactive power optimization system, and then specificly analysises the design plan of intelligent converter, gives the achievement of the specific processes and methods about hardware and software. It is focused on researching the core of the system--the design and development process of the network communication module and the conversion module. Network communication module mainly uses socket to establish cross-platform communication links between Unix and Windows. The conversion module realizes the CDT and101two-way conversion communication protocols by studying cyclic telecontrol protocol and polling telecontrol protocol widely used in the power system, and gives the result of a test run. From the results of the practical test run, data-processing is faster, the indicators have met the requirements of the design.
