This dissertation studies a new type of safe system about locomotive in and out section aiming at the present state of internal signal system. This system uses PLC in railway signal system as the core controller and it replaces the additional electric centralized control mode , overcomes the disadvantages such as hugeness, low reliability .This system adopts computer monitor mode to supervise the reliability of the PLC control system , put different sections work note on record and then realize modernized management.This system uses PLC as the core controller because that PLC has many own advantages .The reliability of PLC is very high in the industry control system, and it is superiority in the railway signal system because it can replace signal connector in the railway signal system, the soft touch spot can be used infinitely in theory, but signal connector is mechanism and it's life is finite.In chapter 1, the present state of railway signal system, develop direction and the internal actual condition are summarized, the existent problems are proposed and solve project is also primary proposed.In chapter 2, the basic concept of railway signal system is introduced , the mass project of the system is particularly expounded, the key technical problem which the system demand to resolve is proposed.In chapter 3, the constitute of PLC control system, work principle and the hardware circuit design are introduced and the reliability - the prevent thunder technique of system are explored.In chapter 4, the work principle of the computer system and software work module are particularly introduced, the workout of serial port program is explicated.In chapter 5, system software is introduced, module structure and data structure are explicated, the authorized of PLC program and epigynous machine monitor program are more expounded.In chapter 6, a summarization of the dissertation is given, the problem and prospect which are demanded to be continue studied are proposed.
