The Heiquan Reservoir is the key project for the irrigation of HuangShui river base and the water supply of Xinin City. Scientific management and optimal orperation of the reservior is the demand at present. Up to the real characteristics of this reservoir, we have done some works on the software development for reservoir's dispatching system, and the main results in this paper are as follows:(1) The city water supply and irrigation water need are statisticed and revised in year 2010, then the water supply process line has been predicted.(2) With the systematical clustering method, the 33-year runoff data had been redevided into several clusters in order to predict the distribution of the runoff in future.(3) Three methods of water yield-use balance, reversed operation and dispatch chart operation have been introduced for the operation of Heiquan reservoir individually. The dynamic inquiry of dispatch of reservoir, and orperation information in figures and data revising in table or figures has been realized.(4) Taking the national economic benefits, the maximum amounts of water supply, the highest of irrigation guarantee rate as the main aims, the operation dispatching model of Heiquan reservoir has been set up. The methods of dynamic programming, the progressive optimization algorithmand the genetic algorithm have been adopted separately to solve the problems, and the different results from different methods are compared.(5) Three flood control methods of automatic operation, customizd operation, expert operation have been introdued for carrying on the optimum seeking of the different water levels of the reservoir in flood season. This system is strong in interactive communication and convenient decision-making.(6) The data base system for the reservoir's dispatch and management has been set up. The administrative staff can carry on the operations such as inquirying and modification of the basic information and operation data of the reservoir, performing the import and export of data, demonstrating, contrasting, printing and deleting of dispatching scheme, etc.(7) By adopting the OOP technology, a multi-functional, interface friendly and operating flexibly reservoir dispatch system has been developped. For considering the usability and dependability synchronously, the system is convenient for maintaining software redevelopment.With strong practibility, this dispatching system is closely combined with the actual operation of Heiquan reservior. Verifying with the typical year, its result is rational. Though this dispatching system is developped for the Heiquan reservior, its basic structures and function are suitable for other reservoirs.
