| Tongchuan New-District is a new economic and technique development area. In order to make use of water resources reasonably, this paper discusses the feasibility of wastewater reuse in Tongchuan New-District at technique, method and benefit aspects and establishes the optimization allocation model of water quantity, base on which, water affair information system of Tongchuan New-District that brings important theory significance and practicality value to effectively managing and using water resources is designed.Base on facts of Tongchuan New-District, this paper analyses water resource quantity and supplying quantity, forecasts water demand in different years and analyses water quantity balance. Because Tongchuan New-District is short of water resources, paper advances wastewater reuse stratagem and analyses its feasibility at technique, reuse approach and benefit aspects. Aimed at water imbalance between divided area, multi-objective optimization allocation model is established which objective are max benefit of water supply, min main discharged contamination quantity and water supply vacancy. The model is solved by using MATLAB, whose results show that the mathematical model and solution are available and reasonable. According to the characteristic and request of water affair management, principle, holistic target, data base and framework are analysed, at this bases, water affair information system of Tongchuan New-District is designed and functions of inputting, outputting, querying, forecasting are fulfilled. This system with reasonable framework runs efficiently and reliably, which has important significance to improve efficiency of water affair management.Summing up whole content, this paper brings forward truly original advice of water affair management and tentative plan to next research. The production of this paper has definite reference value to developing water affair management and designing system in other area. |
