With the economy developing by leaps and bounds, the relative lack of water resources has already become one of the main factors that restrain economy development. There is popular theoretical significance to develop a perfect management information system for water affair.Because there is a phenomenon of neglecting water management and water economy benefit, developing management information system for water affair in WangYi District not only aids to balance the relationship between water supply and demand, to improve social benefit and economic benefit, but also makes economy development base on the reliable water supply. This has significance for fulfilling the strategy of economy development in WangYi District.Base on the present condition of WangYi District, the following things have been done. At first, this paper analyses the water resources in WangYi District, at the same time, analyses and forecasts the water demand in different years from living, industry, agriculture and ecology environment aspect, and analyses the water supply and demand balance. On the bases, the general design, general objective and system function. Then date base system is designed which includes analyzing professional work flow, designing entity-relationship date model, building date base dictionary, designing data flow and fulfilling specifically system function.At last, this paper combines the reasonable distribution of water resources with social economy development and ecology environment protection. From the angle of system analysis, the multi-objective analysis model, macroeconomy model, optimization and simulation water system model are presented. Macroeconomy water resource system is optimized and simulated from different time with methods of combining optimization with simulation technology and quantitative with qualitative analysis. Based on plenty of studying and developing, this paper fulfils the function of inputting and outputting, querying, forecasting and dispatching.The structure of this system is reasonable. The system runs efficiently and reliably, so it can improve the level of water affair management and have high reference value for developing other management information system.
