Design And Development Of Electronic Government Affair System For City Planning Based On J2EE Framework

In the case of rapid improving globality in economy and information, E-gov(electronic government affair) has become a necessary factor in how to increase the rivalrousness for a nation or region. Also, the development of E-gov has given a demonstration to every walk of life in our country. As a main component of city management, city planning with advanced and applied E-gov will be scientific, veracious and timely for management.First of all, the paper will analyze both development tendency and application requirement of e-gov and digital city planning system at home and abroad, discuss some major problems in the progress of E-gov construction in our country. At the same time, Key technologies closely relative to E-gov, such as GIS, database, network, security and distributed object computing, are thoroughly researched.Applied an elaborate object-oriented method, the paper analysed the system demand in the aspect of business rule, data resource, function, security, etc. and brang forward the system goal. Based on the analysis, the system structure was divided into three tiers according to their different functions: application tier, data tier and presentation tier. Moreover, the paper detailedly designed the system function, planning data processing method, data structure and network security framework.Furthermore, the paper made some research concerning such related key technologies as J2EE framework, J2EE security service, Oracle spatial engine, GML(Geography Markable language), etc. Some key problems were resolved such as working flow engine, GIS application service, etc. In addition, the development has been completed for prototype of electronic government affair system of city planning, in which some primary functions have been come true, such as working flow management, spatial information management, official business based on WEB, and so on.Integrated the characteristics of business rule, followed the principle of practicality, convenience, credibility and extension, applied the advanced technology, a compositive system has been elementarily setup with integrative management of working flow, document and spatial information. Beyond any doubt, system will enjoy a bright future in application with the further development of pertinent technology.
