The industrial and agricultural production in Xinzhou region plays an important role in development of Wuhan. With the steady increase of population and rapid development of industry and agriculture, not only the contradiction between water supply and demand is intensified but water quality deteriorates much. The water resources are not abundant in Xinzhou region. The river runoff occupancy of Per person and per mu is far below the level of the province. Although foreign water resources is abound, the exploitative degree of that is low, and about 2/3 of that efflux in the form of flood. Because the contamination drainage areas are centralized, water quality deteriorates badly.The paper takes Jushui basin of Xinzhou region as research region. On the basis of the analysis and investigation of existing water resources, the integrated Assesment of water resources are carried on to reflected the different development and utilization of water resources and the equilibrium of water supply and demand in different normal years. The main pollutants are analyzed also. According to the characteristics of the regional river system, one-dimensional water quality model is set up. The short-term and long-term regional objectives of water quality management objectives are established. Minification of main pollutants in the corresponding period is analyzed. The purpose of the research is to ascertain the quantity and quality of water resources and the state of water environment in Jushui basin in Xinzhou region. It also offers the technical basis of scientific dispatching, reasonable exploitation and utilization of water resources, enforcement of the system of water catchment's permission and making plan of water utilization for the local water administration Thus it will establish the foundation of integrated management water affair.
