The present engineering quality evaluation systems and criterions are investigated and compared in this paper. The analytic hierarchy process method of engineering quality evaluation is applied for the construction of quality grade evaluation systems for municipal bridge engineering, which include the choice of evaluation system, evaluation method, evaluation index and the confirmation of the index weights, the consistency analysis of judgment matrix, correction of index weights.According to the actual engineering projects, all kinds of quality evaluating methods are compared. The quality grade evaluation systems need the guidance of the theory, which should transform the abstract theory index into visualized numerical models, and compared each other in the same systems. So the analytic hierarchy process based on fuzzy mathematics and probability analysis is chose to construct the quality grade evaluation systems.In the quality grade evaluation systems, index weights are determined by importance of the actual engineering projects and expert judgment matrix. This method makes judgment works being more careful, and decreases the factors of man-made. The evaluation results are more reasonable and precise.By means of the analysis of index weights, the judgment matrix couldn't reach consistency requirement, how to correct index weights by mathematics method, which is properly analyzed and proved to be feasible in this paper.At last the quality grade evaluation systems are applied to evaluate the Zongze ' road overpass bridge, the results are reasonable and credible.
