This text adopts SLE4442 of encrypted IC card of SIEMENS Company, regards PIC16F873 microcontroller as the core to design mobile instrument controller. It was used for restricting the running of internal combustion engine, requiring the driver to service the internal combustion engine within the fixed time, otherwise, after time gets, it would cut off the power automatically, unable to drive the internal combustion engine. The text analyses that how the time of driving a vehicle will be written into the mobile instrument controller through IC card.The systematic hardware includes two parts: the first is mobile instrument controller, it including IC card's reading and writing machine; Another part is a filling value system, it will write the time of driving a vehicle into the IC card through PC machine. The software realization includes that the assembler language of the one-chip computer realizes the function of the mobile instrument controller and the serial communication procedure written by VB 6.0 between PC machine and microcontroller.Along with the development of information technology, the management systems of every enterprises and institutions are more and more up-to-date. Many enterprises begin to realize "by one card" project inside the company. The multi-purpose card is used for the worker's attendance, salary, remedy and medical care insurance etc. This design uses IC card to realize the installation of mobile instrument controller is come from the above ideas. In addition, the design thinking of this text is suitable for the designs of IC card watt-hour meter, gas-meter and water meter.
