With the development of international economic trade, more goods have strengthened the exchanges of trade through the connection between the ports. International trade port has entered a brand-new era. Because of the growth of international trade and development at full speed of the circulation of materials, as a important transportation pivot, port increases its transport goods and materials total amount greatly, and also the port output has increased too.It is extremely urgent that port should play the main role in developing hardware and software. Its main goal is to adapt to the port the development that is transported. But the actual conditions based on our country, it will cost generous manpower, material resources and financial resources of the port to build hardware .In a short time, it is strengthen to develop hardware to satisfy the demands that is not enough. So, the software needs to be developed greatly. From the existing software state of port of our country, how to improve production efficiency, to reduce production cost and to raise benefit level seems extremely important right away.It is become a restrict bottleneck, especially the inner circulation of materials of port. This has been become more and more important as important link between the trade and port. How can utilize existing resources in the harbor to enable goods and materials to pass the port fast rationally and to load ship is the core of this text that has studied.This text proceeds from real angle of Port of Fangcheng(PFC), has studied the resource distribution within PFC, the abundant and rational existing resource advantage of PFC. Through setting up the optimization model of the circulation of materials, it optimizes transportation direction, transportation time limited, transportation way and transportation structure of the goods and materials.
