The inflammable and explosive nature of dangerous goods poses a great threat to the safety of the port area.For container port area,due to dense box area,complex road network and more distributed in the developed areas,once a dangerous goods accident occurs,the loss will be incalculable.It can be seen from the existing dangerous goods accidents in container port area that in most cases,the accident loss is serious because the location of dangerous goods yards in port area is not reasonable and the road network planning in port is not perfect,which makes it difficult for emergency materials after the accident to arrive at the disaster site in time.Therefore,rational planning of the site selection of dangerous goods yards in container port areas from the level of port area planning has important practical significance for the safe operation of container port areas.Based on the analysis of port dangerous goods characteristics and emergency resource distribution,this paper proposes two location methods for location of dangerous goods yards in container port area,which are the economic location method of dangerous goods yard and the emergency location method of dangerous goods yard.For economic location method of dangerous goods yards,the total economic losses caused by dangerous goods accidents are divided into direct economic losses(cost losses of port facilities)and indirect economic losses(economic losses of follow-up operations in port areas).With the goal of minimizing total economic losses,the model of economic location optimization of dangerous goods yard is constructed based on ALOHA software to simulate impact range of dangerous goods accidents,then a simulation model of container terminal production operation embedded in optimization model based on AnyLogic platform is built to output handling cycle of trucks(time required for trucks to complete a work cycle)and container throughput for the calculation of indirect economic losses.For emergency location selection method of dangerous goods yards,considering the grade of dangerous goods accidents,the model is constructed with the accident level considered,which targets that disaster sites(dangerous goods yard location selection planning points)after dangerous goods accident are covered by emergency resources as much as possible.According to model output,the disaster point that can be covered by emergency resources and have the lowest emergency cost in the case of the maximum accident level is used as the final dangerous goods yard location selection plan,after which the sensitivity analysis of emergency fund constraints is carried out.Finally,taking a container port area in the north as an example,the validity of two models is verified.The results show that for economic location model,the indirect economic loss accounts for a large proportion of total economic loss,about 73%.The total economic loss of dangerous goods yard at the forefront of terminal is 28%~55% smaller than other location selection schemes,especially the minimum economic loss of scheme 3(about 28.57 million yuan),which is the best location plan of dangerous goods yard.For emergency location model,only scheme 6,scheme 7,and scheme 8 can be covered by emergency resources in the event of the largest accident level.The weighted emergency cost of Scheme 7 is the smallest(about 1592),which is the optimal solution for location of dangerous goods yard.According to sensitivity analysis of emergency funds,it can be seen that except for emergency fund ceiling of 19 million yuan and 20 million yuan,the optimal solution for location plan of dangerous goods yard under other circumstances is scheme 7.In this paper,the two container port location methods for dangerous goods yard proposed can provide technical support for minimizing the loss of dangerous goods accidents and maximizing the supply of emergency materials,which can provide theoretical basis for safe operation and reasonable planning of container port areas.
