One of the most important objectives of port authority is to enhance the port service efficiency and cargo transportation safety. As the essential part of diversified port destruction, dangerous goods anchorage’s effective utilization is not only the inherent requirements of person security and property safety, but also the external conditions of port service level improvement. At present, at home and abroad research on the utilization of anchorage is already mature, but researches on the theory and method of specific dangerous goods anchorage function needs to be further extended. Therefore, how to optimize the use of dangerous goods anchorage and surrounding resources and how to focus on its ship safety promotion is my paper’s main study problem. I am hoping this paper could provide a new train of thought for the relevant department to strengthen supervision and management of dangerous goods anchorage.On the basis of traditional anchorage planning and practical application, this paper firstly analysis dangerous goods’ influence range of fire explosion, and then expand the traditional method on defining ship safety distance. Secondly, considering the different anchor types in weather and the harmfulness of fire explosion occurred by dangerous goods carrier, this paper improved traditional formula of anchorage capacity in different type of ship. Moreover, aimed at the defects of not using the area outside anchorage in the traditional anchorage capacity method, this paper analysis dangerous goods carrier interrelationship and the safety of surrounding water construction, set up an optimization model of dangerous goods carrier layout, in the goal of the convenience in anchored ship passing in and out channel.To sum up, this paper presents a method to improve the utilization of dangerous goods anchorage. Based on one example of dangerous goods anchorage, this paper use ALOHA and LINGO to verify the feasibility and practicability of this method. And finally some reasonable and safe recommendations for future planning of dangerous goods anchorage in port are proposed.
