Research On The Factors And Mechanisms Of Safety Supervision Of Dangerous Goods In Tian Jin Port

Tianjin Port is one of the largest ports in the northern port of China.The throughput of dangerous goods has risen rapidly,but this means that the potential risk of port is increasing gradually,threatening the safety of port at any time.Based on the basic theory of port dangerous goods,port safety supervision mechanism and prevention,this paper explores the advanced and scientific practices of ports at home and abroad for the safety supervision of port dangerous goods,and analyzes the domestic and foreign scholars' research on the safety supervision of port dangerous goods.This paper analyzes the evaluation method of safety supervision of port dangerous goods and decides to use the PCA to evaluate the safety supervision of dangerous goods in Tianjin Port.Firstly,according to the shortcomings of the safety supervision of port dangerous goods in our country,the risk factors of safety supervision of port dangerous goods are identified,and the main influencing factors of safety supervision of dangerous goods in port are obtained,a total of 12.The main components of the safety supervision elements of dangerous goods in Tianjin Port are calculated by the PCA,and nine key factors which affect the safety supervision of dangerous goods in Tianjin Port are obtained.Based on the calculation results,a systematic,comprehensive and effective safety supervision system for dangerous goods in Tianjin Port will be constructed.The overall idea of constructing the safety supervision mechanism of dangerous goods in Tianjin Port is to adhere to the principle of systematic,institutionalized,holistic and comprehensive.Breaking the"part of the division,management scattered,information barrier" situation,form a port security supervision of the head office in Tianjin port to coordinate the relevant work of various departments and urge all departments to fulfill their duties.By the resource integration and technological transformation of the existing dangerous goods port supervision work,a well-regulated regulatory system,a sound regulatory system,efficient emergency rescue mechanism and a comprehensive regulatory guarantee mechanism will be constructed.This paper explores the general idea of improving the safety supervision of dangerous goods in Tianjin Port under the condition of market economy,which is a useful reference for improving the safety supervision ability of Tianjin Port and realizing port security in today's economic transformation...
