The Reaches Of Water Resources Problem In Heihe River

Water is the great limited factors of ecosystem,the latent soil capacity play must depend on certain water.Only certain water amount irrigate certain lands,to avoid develop barren lands blindly and human destroy which result in desertification, it may solve effectively the contradiction between demands and supplement of water resources in the basin.Farming,forest and livestock are three basic elements which utilizing lands reasonably,it is key problems of the reasonable lands utilization which they collocate hormonally by the ecological,economic and law.Develop the water resources reasonably and to ensure its regeneration,in order to exert productivity sufficiently, to enhance the inversion effectiveness between substance and energy in the ecosystem,and to provide the stable,high efficiency and economic output,which can ensure the sustainable water resources utilization.This paper analyses seven aspects on climate,water resources mechanism,present water resources situation, water resources utilization,water conservancy project,ecology problem in the whole reaches and measures to resolves the problems in Heihe River basin.On the basis of investigation, collecting and analyzing datum,it shows that the shrinking and degradation of natural forest and grassland which causing the runoff amount decreasing in upper reaches of Heihe River basin;Excessive developing and consumption the water resources in the middle reaches area is the main reason which eco-environment deteriorates in the down reaches.Secondly is adopt the measures of protecting natural forest and recovering grassland in the upper reaches,water-saving measurement in the middle reaches and discharge much water to the down reaches,proposing the countmeasures on water-ecologyeconomy management system and the integrated consider on water price-farming-industry-living,in order to realize the objectives on comprehensive harness of Heihe River basin.
