| With the development of industry, traffic and construction, environmental noise pollution has been worse day by day. Noise pollution not only has been one of the main environment pollution, but also has affected the environment quality of city. There is a serious noise pollution in our country. Two thirds of residents lived in the over-standard noise areas. It has led to a higher litigation and loss. With a rising life quality, people eager to have a quiet and harmonious environment for study, work and living. So controlling noise pollution has been a pressing problem.The paper monitored function noise, regional noise and traffic noise in Fushun city by investigation on the spot and combination data of authoritative department. The result showed that noise pollution was serious. The second sort function noise was 71.8dB(A), over-standard 11.8dB(A) in the day. The forth sort function noise was 64.1dB(A), over-standard 9.1dB(A) in the night. Traffic noise was 75.1dB(A). Traffic noise over 75.1dB(A) was 90.4% of all lines. Regional noise was 56.6dB(A). There are 822.4 thousand people lived in such areas which noise was over 56.6dB(A) and some areas were more serious. The paper analyzed the characteristic and sources of noise by the present pollution, and then came the conclusion that the main pollution sources of noise were traffic noise and society noise. Because of the complication of society noise, we monitored it by classification. The main pollution source in the mixed areas of commercial and residence was loudspeaker. The main pollution source in the residence areas was action of people. The paper estimated the economic loss of environment noise pollution by using Productivity Change Method and Human Capital Method, and analyzed comprehensively the result of them. The result of calculation presents that the economic loss of environment noise pollution in Fushun city in 2002 was about 80million yuan. Finally, based on data and analysis ,the paper put forward the countermeasures for traffic noise, society noise, industry noise and construction noise respectively. The countermeasures of traffic noise were:(1) Improving traffic rules and enhancing power of environmental protection. (2) Controlling the amount of vehicles. (3) Avoiding traffic hours. (4) Managing the sources of noise. (5) Setting up insulation screen. (6) Building lower noise road. (7) Improving traffic road system. The countermeasures of society noise were:(1) Managing restaurant and entertainment places. (2) Controlling residential noise. (3) Enhancing management for video shops, private managing shops and amusement bar. (4) Controlling the rising rate of people and lowering the density of people. (5) Adding insulation screen and planting vegetation to absorb and screen out noise pollution. (6) Enhancing the awareness of environmental protection. The countermeasures of industry noise were:(1) Lowering the sources of noise. (2) Lowering the noise on spreading path. (3) Protecting the subjects which noise can reach. The countermeasures of construction noise were:(1) Eliminating out-of –date equipments and crafts during the base stage. (2) Closing windows or using insulating materials during the structure stage. (3) Processing some materials in the remote areas where nobody live during the decoration stage. (4) making use of moving insulation screen during the building stage. To sum up, environmental noise can be controlled by scientific and reasonable countermeasures.The paper investigated the present noise pollution, analyze the characteristic and sources, and then put forward countermeasures how to reach the noise standard.It can be quoted by people who are devoted to the same field. It has offered a method how our city environmental noise reaches the standard of model city in environment field. In the meanwhile, the paper pointed out the number of noise loss , which can reflect directly the degree of pollution.
