Study On The Construction And Design Supervision

Technical advance and economical rationality are necessary to ensure construction quality and reasonable use and distribution of limited resources for all engineering construction activities. With improved organization management level and development of construction technology, construction pattern in China has evolved into the one conforming to unique Chinese characteristics. Particularly, since supervision system and project legal person have been enforced by the government, management level of three objective systems are greatly improved by the management pattern established through strict contemporary enterprise system. However, supervision system in China mainly aims at engineering construction process while little supervision and control are done in the design process. During the whole process of engineering construction, the proportion shared by design process is small in time and financial input though it can have a great influence on the completion of the whole project goal while the proportion shared by construction process is large in time and financial input though it contribute not much to greatly shortening construction period or investment potential due to little plasticity avoiding ant construction waste. In this paper, strengthening supervisory measures in the state of design process is suggested to boost the whole benefit of construction project.The discussion about design supervision is expounded in two levels: In the first level, internationally accepted engineering pattern is analyzed through organization structure and concerning practical management pattern based on Chinese characteristics is proposed to ensure development of design supervision applicable in organization structure. In the second level, three objective systems during design process are discussed respectively. At present, design supervision is a weak part in project management though its importanceand quality play a crucial role in deciding three objective systems-investment,progress and quality. The factors influencing design process are also analyzed to lay a solid foundation for realizing supervision and control in design process. Finally, contents and approaches in design process supervision are expounded through control work about expenditure, progress and quality of three objective systems. Value Earning is firstly introduced to be applied in design process control as a project management with good results. The significance of investment control in design process for the whole project is analyzed in quantity by value engineering and optimal theory for large system, especially aiming at unique characteristics of investment control in design process.
