The rapidly increasing projects have prompted the mode of project managementto change a lot, since the reform and opening up, which started30years ago.According to Guidance on nurturing the development of general contracting andproject management enterprise passed by Ministry of Construction, the companies,which possessed the qualifications of engineering reconnaissance,design,construction and supervision, are encouraged to establish suitableorganizations,agencies and a system of project management with professionals,sothat they can carry out the project management business under their qualifications inaccordance with relevant regulations. The guidance has expounded the necessity andimportance of project management. It not only provides policy supports for theevolution from engineering supervision enterprises to project management enterprises,but also points out correct direction for the development of supervisioncompanies.Therefore,it is necessary for the supervision services to expand, to changeengineering supervision companies to project management companies, and to achievewhole process and full range of project management. This is an important andeffective way to enhance the competitiveness and improve the level of overallstrength of the whole industry. Certainly, this is also one of the most importantdirection and trends for the development of the engineering supervision enterprises.Besides, this can fulfill the needs and requirements of Chinese construction projectmanagement to be at international level.This article demonstrates the process of evolution of KUNLUN EngineeringSupervision Company to a project management enterprise. In order to achieve theresearch purposes, this article firstly took a crosswise comparative analysis between engineering supervision enterprises and project management enterprises, explicitlypointed out the problems and deficiencies in the operation of project managemententerprise, and specified the feasibility and necessity of the change of engineeringsupervision enterprises. Based on this, this article explored the tactics for engineeringsupervision enterprises to evolve into project management enterprises. At last, thearticle made an empirical study of the evolution from engineering supervisionenterprises to project management enterprises.
