This article briefly introduces the operating principle of the Gas Air-Condition (GAC) and both its developing history and current situation at home and abroad. It introduces the successful experiences and effective measures on popularizing the GAC by the most representative country that using the GAC, Japan. From stating the phenomenon of switching off and rationing the power supply in large area of China in 2003, analyses the current situation of Chinese power industry. By illustrating the records of power supply, it demonstrates the fact that regardless of the total electric installed capacity and the per capita power consumption in China are all far behind the developed countries such as the Unite State, Europe and Japan. It will be a long-term phenomenon for power shortage in China. It laid special stress on analyzing the series of bad consequences produced by the rapidly increased power supply peak load which is caused by running air-condition during the summer, also explains the necessity of developing GAC and the dual effects of the GAC on healthy developing of both Chinese power industry and gas utility. By comparing the GAC and Electric Air-Condition (EAC) from the tech-economic point of view, tabulating compares the various expenses in operating the GAC and EAC from a sample of a digital technology-yard in Shenzhen, points out the incomparable advantages of GAC over the EAC in all of economy and environmental protection's issues.The article analyses various favorable and unfavorable factors that affecting the GAC's developing in Shenzhen now, these factors include the climate condition, the existing gas pipe network's situation, the current status of gas resource, the management mode of real estate, human's habitual thinking and national energy mechanisms and the construction of satellite town in Shenzhen, etc. It also uses an example of a planned gas pipe network in a high-tech area, adopts the computerized hydraulic analysis software to calculate the relevant operating status of a particular pipe network one by one, in accordance with different GAC's loads. And then indicates that the development of GAC should place particular emphasis on the newly developed areas of the city where have better networks, and give first place to the public areas such as the government organs, the airport, the metro, the commercial buildings, factories, hotel and restaurant, hospital, school, etc. On the aspect of the civil use, it should adopt a central supplymode and popularize the application of advanced Combined Cooling Heating Power technology. In regard to the GAC's developing tactics, it emphasis the guiding function of the government and the support of the policies, the preferential measures offered by the gas enterprises and the cooperation of the manufacturers and the media, etc. It giving particularly advices to the gas operating enterprises, the developing of GAC's programming should be fit to Shenzhen's actual situation. An effective technological economy analysis should be carefully carried out on the investment of gas pipe network and operating issues. To developing the GAC, an equilibrium point should be found between the improved the gas usage and the increased cost of operating the network, in order to achieve the best economy benefit, so as to actively promote the healthy and rapidly development of the GAC in Shenzhen.
