Urbanization propeled by the development of small towns is the outstanding phenomenon of modernization course since the reformation and openness of China. The proposition of "small towns, big problems" proposed by Mr. Xiaotong Fei in September of 1983 aroused the attention and researches on small towns. The development of small towns will benefits the relative concentration of enterprises in townships, transfers the redundant labors to small towns in bigger scale which will avoid them to move to cities blindly, improves the quality of farmers, ameliorates the quality of life, expands domestic demands, and drives national economy to mount up faster as well. Developing small towns is a great strategy that can accelerate the economic and social development in countryside.The development of small towns is a system engineering what involves many aspects and policies. The further research of the related polices about small towns construction, the sufficient understanding of the features, construction modes and economy rules in small towns, the establishment of scientific theories and methods about planning and construction of small towns, the scientific managing measures which aims at solving the existing problems, will all have great significance in assuring the proper layout and healthy development and promoting local economic increase and social advancement in small towns.This dissertation begins with the planning management in small towns, analyzes and discusses the basic content, existing problems and causes about the planning, construction and management of small towns in brief in terms of management running mechanism and system innovation. The dissertation also proposes some countermeasures.
