Study Of Small Towns' Development And Planning In Guanzhong District Based On The Urban-rural Balance Development

In China the development of urban and rural areas is highly promoted nowadays along with the urbanization process and the building of new rural area.The coordination of the urban and rural in space is an important way to eliminate the unbalance development between the urban and rural, the essential coordination between urban and rural and the only way to promote the urbanization process in central Shaanxi Plain. The small town is chosen as the bridge for the coordination of the urban and rural. And the local urbanization is the practical choice for most of villagers to take in our country.As the lowest administrative unit the small town is important for the coordination between the urban and rural. This essay first analyzes the background of the current development of small town, and then defines the research objectives, discriminates the relevant definitions and proposes the study method and frame. This essay is based on the theory of small town and the coordination of the urban and rural to study the important elements and motive mechanism of the small town development which influences the coordination of the urban and rural. It also discusses the four important elements such as population, industry, land and facilities and analyzes the interaction of those elements in the background of the coordination between the urban and rural. It also analyzes the motive mechanism of the coordination between urban and rural of small town in the six aspects which are economic, marketing, management, land use, investment and creation, in addition, it lays out those content and characteristics. The proper way to promote the development of small town is to use the urban planning to guide the industry, structure and space distribution. The article takes Baoji as the example and talks about the small town in the coordination of the urban and rural. Based on the study of former article, the influence of the small town development by the important elements and motive mechanism is verified by the guide of planning in three aspects which are industry, structure and space distribution. At last the goal and strategy of the small town development in Central Shaanxi Plain are proposed.
