In order to deal with the problem of battery shorter life and poor reliability of the solar powered streetlights, we created a new controlling method for battery discharging process according to State of Charge (SOC) of battery and developed a new type charge controller for solar powered streetlights. By this way, over-discharge of battery will no longer take place, which helps to improve the reliability of solar powered streetlights and will prolong lifetime of battery. In the paper, firstly, structures, principles, operation characteristics of battery have been analyzed in detail,and we study what effects lifetime of battery and how to improve dynamic behaviour of battery. Secondly, we created a mathematical model of a lead-acid cell during charge and discharge ,and put forward a new controlling method for battery discharging process according to State of Charge (SOC) of battery .Finally,using the new method, we design a new type charge controller for solar powered streetlights.At the same time we provided a concrete control project about both software and hardware ,and process easy to achieve .after testing it , we made a conclusion and confirm that the method is practical and valuable.
