Since 1980,as the accelerating of China urbanization, the region all around of city become the great potential and develop quicker than ever before; on the other hand, contradiction of land use was focused, environment was destroyed . Because the city has been inexplicitly divided into two the city build-up area and suburb for a long time, most of policy have been designed for city build-up area, at the zone of intersection of city and country, the contradiction of development was upgraded. The article try to describe the district, analysis the question, from policy, system, urban planning, put forward the primary solution.In the first chapter, the concept of urban fringe of geography was introduced, aimed to confirm this special region, presented the progeny of occidental and Chinese scholar.In the followed chapter, from the static viewpoint, the article introduced the part of land use, and character; from the dynamic viewpoint, the article studies the momentum of urban fringe.In the third chapter, the article analysis the faced problem of urban fringe. At the background of the accelerating of China urbanization, described the urban fringe community, the absent of management, the contradiction and low efficiency about land use. In the second part, the question was divided into three lay: policy, management, urban planning.In the forth chapter, the article discussed the development of urban fringe. Based the analysis of community, put forward the active policy about urban fringe. In the discussing of management, based the system of land lease, emphasize the governance system of corporation enlist, in order to expressed and harmonized interest of social class. About the means of urban planning, it is most important to leave a blank to develop urban fringe; emphasize the combination of city planning and traffic planning, environment planning; beside the urban build-up area, the more flexible urban planning means maybe applied.At last chapter, the article study and analysis Chongqing, study the city growing in master planning; study the realization of concept of master planning in zoning.
