For prevent flood project, the benchmark year is the year that just finished. After that it happens special flood, its Economic National Present Value (ENPV) is a fixed value. Moreover, it is the happening year that it generates cost for the project, and vice versa. The ENPV is different if it is converted to same benchmark year according to benefit generated by different year's flood. In other words that the economic national evaluation index of prevent flood project cannot be affected by the unfixable happening time of flood. The economic national evaluation index of prevent flood non-project is changed along with the happening time of flood.The article deals with certain problem in this situation how to utilize ENPV index and theory of probability to establish the comprehensive evaluative way between prevent flood project and prevent flood non-project. And the article expounds the advantage and weakness of the way scientificly and objectively.The article uses all social point of view to review, analyse, forecast the influence degree of two schemes of Harbin prevent flood project, and evaluate the contribution of the project to the society synthetically, and estimate the feasibility of the project so that the government can make correct decision by this scientific gist. Its aim is to correspond the project and its environment inside in order to reduce the negative influence from the project, and finally let the project expedite the national growth smoothly and improve Returning Of Investment(ROI) and promote society progress.
