Public service facilities of residential area is an important and indispensable part of residential area, and it will directly impact on the living level of the building configuration. With the changing of housing perceptions that of the transition from the "rooming is ok" to a good quality of service for the pursuit; so the residential area of public service facilities condition becomes a growing concern about the problem. However, the Survey found that after households stay, the increasing number of complaints of public service facilities in residential areas. To solve the above problems, in addition to strengthening the management, the program design and assessment work should do a good job, so building a scientific evaluation system is a more effective way to solve the above problems.This thesis is based on the collection of large amounts of data, analysis of the characteristics and residents living community public service facilities development needs of public service facilities within the residential community; analysis of some of the major cities in the match index of public service facilities project. Paper defined the concept of public facilities in the community and the scope of the study on the basis of the role of the public facilities in the community, reviewed the Comprehensive Benefit Evaluation Research on public facilities in the community, the status of our community building public facilities, pointing out that the problems that exist in our community’s public facilities construction process.The theory and method of the comprehensive evaluation of the public facilities in the community is elaborated. Mainly on the analytic hierarchy process and data envelopment cross-evaluation method, the theories and methods of the analytic hierarchy process and data envelopment analysis method are analyzed and compared, summarizes the characteristics of the three evaluation theory and methods.According to the characteristics of the overall efficiency of the evaluation of the public facilities in the community, to implement the "scientific, systematic, targeted, operability, comparability, dynamic, people-oriented" principle, that of community education facilities, health facilities, community facilities, the characteristics of each of the cultural and sports facilities, commercial, finance, post and telecommunications facilities, municipal facilities and other supporting facilities should meet residents’basic needs (such as safety, comfort, etc.) to the quality of life of residents, evaluation index system is constructed.A residential area of the city C, for example, the analytic hierarchy process is used to calculate the weight of indicators affecting urban residential community public service facilities configuration and index weights the importance of a comprehensive evaluation. While the use of cross-evaluation model and data envelopment analytic hierarchy process and data envelopment analysis combined evaluation model, the comprehensive benefits of the six kinds of community public supporting facilities construction program evaluation, and the calculation results of the three evaluation methods comparative analysis.The analytic hierarchy process is used in this paper, the combination of theory and method of data envelopment the cross evaluation method, analytic hierarchy process and data envelopment analysis method to compare the overall performance of a wide range of community public facilities program, the comprehensive evaluation method of the public facilities in the community additional basis for decision making both pre-configured by the public service facilities in the community of residence, and after the completion of the basis for the evaluation of public service facilities available for urban planning, management and real estate business reference. The content of this thesis has both theoretical value and practical value.
