Effectiveness Of Government Intervention In Beijing Old City Conservation

The Beijing Old City, a "masterpiece of city plan" which was highly praised by the famous architect Liang Sicheng, is the last production of the capital city plan in the Chinese feudal age and a city cultural heritage receiving global attention at present. However, the current work of Beijing Old City Preservation is confronted with difficult problems. One of the most obvious problems is the realization of the preservation plan, or the effective methods of governmental interference in the Old City Preservation.The author systematically researched this problem, the government intervention, which is a crucial part in the Old City Preservation. Based on the investigations and analysis on several projects in the Beijing Old City Preservation, the thesis first discusses both the theory and the practice in the government intervention in the Old City Preservation, especially in the aspects of method, efficiency, effectiveness and social justice. Then it focuses on the preservation practice in Shichahai Historical and Cultural Protection Area and Yandaixiejie Experimental District. Based on the general discussion and the specific analysis upon the preservation projects, the thesis further summarizes the appropriate policies of Old City Preservation and Renovation in the end.The thesis is composed of four chapters.The first chapter introduces the research background of this thesis and the basic concepts in it, and introduces the primary methods and framework of the research. The second chapter first reviews the evolutions of history and culture preservation in our country and abroad. Then it analyzes the government intervention in several typical projects of Beijing Old City Preservation, according to which it indicated some problems of the government intervention in Beijing Old City Preservation. The third chapter discusses the appropriate polices of the preservation and renovation work in historic and cultural heritage preservation district, which is based on the revision of the preservation practice of Shichahai Historical and Cultural Protection Area and Yandaixiejie Experimental District plan.The last chapter briefly summarizes several important problems in the government intervention in Beijing Old City Preservation, and advances some thoughts of the effective government intervention in the Old City Preservation, which consists of the thinking of function and limits of government intervention in Old City Preservation and the relationships between the factors in the Beijing Old City Preservation that should be processed properly by the governments.
