The choosing of dock scale (dock number and berth tonnage) is the main task of port planning, the scale of the other establishments (such as field warehouse anchorage ground load and unload machines transport machines collect and scatter tools) should assort with the dock scale .Accordingly, the choosing of the dock is the determinant factor of the dock planning.As a supplementary tool, the computer simulation technology is still young; it does well in dealing with more complex and stochastic system. The random characteristic and other influence factors of the port system are fully considered in the port operation and management computer simulating systemso that the simulation system can objectively reflect the actual operation status of ports and obtain the reliable port parameters.This paper, combined with the planning commercial automobile Ro/Ro terminal, establishes a simulation model simulating the dock planning projects, and stimulates the adaptation of three planning projects that varies with the types of ships and the park's operating status in different storage times. This paper also analyses the strong and weak points of these three planning projects on the basis of the simulating results; supplied the foundation and suggestions for the decision-making of dock scale and park scale. Meanwhile, this paper comes to a conclusion that the operation state of the dock is fine and the planning project is successful through establishing the simulation model simulating the dock operation and management, and through stimulating the operation state in ten years, the impact of the loading and unloading efficiency on the operation state, and the margin capacity.The paper gives people a visual, intuitionist and effective thinking of establishing the simulation model simulating the port system through adopting OOA, OOD and OOM. The OOP technology adopted in this paper makes the program more humanized and more convenient to modify, and shortens development period greatly. This paper completes the whole simulation system in a short time, which considers the factors influencing the port production in a relatively all-round way, and reflects the actual operation state of the port objectively. The more commonly used computing technology, which combines reality further, improves the credibility largely, and solves the actual project problem well.
