The transmission grid of power system is used to connect power supply to load.The transmission planning is directly relative to the transmission capacity, capacityallocation and the security and economical efficiency of power transmission. Afterderegulation of power system the transmission capacity and capacity allocationgreatly touch the market participants' interests. So transmission planning is moreimportant than before. The emergence of flexible AC transmission system is the desirability to solve thedifficulties during power system operation and development. The advantages ofFACTS make the transmission project with FACTS equipment more competitive thantraditional project without FACTS equipment. So there is great possibility that theFACTS equipment will be included in the alternative facility of transmissionplanning. In this paper several steady state models of FACTS are integrated into the planningoperation simulation model. Based on modified Genetic Algorithm the transmissiondynamic planning including FACTS equipment is analyzed. The analysis result showsthat the system operation and investment cost decreases and the new lines expansionare delayed because of the application of FACTS equipment. The methods of transmission expansion have changed greatly since thederegulation of power system. In this paper a game analysis method is proposed,which is suitable for the decision-making of transmission lines and FACTS equipmentexpansion investment in electricity market environment. The studies show that themutual competition and influence of the investors in transmission planning investmentmarket can be incarnated through this method. At the same time it can also be used tomake a decision for other transmission equipment expansion.
