Geography Information System (GIS) is a new boundary science and widely used today. By using GIS technology as a platform, an overall analysis and study on assessment methods of quantity and quality of water resource and its sustainable ability with several measures was approached in the paper. The main contents including: (1) By use of the GIS system, the characters of precipitation and quantity of surface water in the region and grid anatomy method was studied. (2) Studies on quantity of groundwater and its dynamic varietional direction in the region with dynamic balance method by using space analyse function and superposition function of GIS technology. (3) Utilizing multilayer analyse method to assess carrying capacity of water resource with the GIS system. That result indicated that the valuation methods are not only more accurate than conventional methods but also more intuitionistic on valuation outcomes and more plenty on contents. The space analysis function of GIS was used enough either.An overall analysis to the surface water, the groundwater and the carrying capacity of water resource of the representative region (Tongzhou district) was done by the methods. And some important conclusions are as following:(l) The surface water is affected greatly by the weather, its distribution is vary with place and some of them is polluted seriously; during 45 years from 1956 to 2000, the average gross of water resource near the ground in the whole district is 73.11 million m3, which indicates that there is a heavy shortage of the surface water. (2) From 1980 to 2003, the average gross supply of groundwater is 221 million m3, while the average gross drainage is 234.1 million m3, 13.1 million m3 more than the former. With a dynamic analysis of groundwater, ground reserves in Tongzhou District has been shortage all the time since 1980, and the total amount of water shortage during 24 years is up to 313.6 million m3. (3) The carrying capacity of water resource of Liyuan Town has been close to the limitation. The above assessment results can be used as a gist of the water resource layout and management.
