As an active research field in these years, Intelligent Transport Systems(ITS) supplies an effective resolution to nowadays traffic problems. In this paper, Fuzzy control is introduced into Intelligent Signal Control System, and the whole control system is implemented in a single FPGA chip. First of all, the basic theory of intelligent signal control and fuzzy control is given. After that the essence of the project is introduced. That is, based on the actual traffic status and fuzzy theory, utilizing Matlab to calculate the look-up table, which will be used by fuzzy controller. The fuzzy controller is the foremost part of this paper, which is realized by programming in VHDL and downloaded into FPGA chip. From data incepting, fuzzy, looking up the table, defuzzy and control variable output, all these functions are integrated into one FPGA chip. After timing simulating, program is downloaded into Altera EPF10K10. Being observed for several cycles, the system turned out to be correct, fully accords with the design need.
