Comprehensive evaluation of municipal water supply plants is a complicated system engineering that involves various aspects such as society, economy, and environment. There are many limitations on these evaluations because they emphasize economic benefits too much, but neglect the impacts of other factors and the water plant itself in the past time. For these reasons, a new comprehensive evaluation model of municipal water supply plants, which is based on ten evaluation indexes in four aspects, is present according to the Analytic Hierarchy Process theory in this thesis. The mew modal is more reasonable than those modals before.The M-AHP, which is based on judgment matrix consistency and the Optimization Toolbox in MATLAB Software is brought forward to solve the Comprehensive Evaluation Model of Municipal Water Supply Plant in this thesis. The application of M-AHP to Comprehensive Evaluation Model on Municipal Water Supply Plants receives some good results. Meanwhile, the M-AHP method will has a rosy future in other comprehensive evaluation fields in the near future.
