Evaluation Method And Empirical Study On Comprehensive Construction Effect Of Urban Municipal Pipeline

In the "Guiding Opinions on Strengthening the Construction and Management of Urban Underground Pipelines" issued by the General Office of the State Council,it is pointed out that urban underground pipelines are an important infrastructure and "lifeline" to ensure the operation of the city,and it is proposed that "planning leads,overall construction,insisting on underground first,ground first,planning and construction,and scientifically compiling the city".The basic principles of planning underground pipelines,arranging the construction schedule rationally,and improving the integrity and systematicness of urban infrastructure construction.In order to improve the quality of urban spatial environment,urban design needs to be more and more refined,and the layout of urban municipal pipelines also needs to be refined.Whether the urban municipal pipeline planning is reasonable or not will directly affect the urban living environment.However,in reality,there is often a lack of long-term consideration in the planning and design of municipal pipelines,more of which are managed by experience and lack of scientific and reasonable assessment criteria for the comprehensive planning of municipal engineering pipelines.Therefore,reasonable assessment methods should be constructed to determine the actual completion effect of the comprehensive planning of municipal pipeline projects.This study combined with the municipal pipeline comprehensive connotation and practical experience in planning and construction,determine the main content of municipal pipeline construction of comprehensive effect of evaluation,evaluation index system of comprehensive municipal pipeline construction effect were proposed to build the related theory to establish urban pipeline construction effect evaluation system flow chart,to lay the foundation for the subsequent evaluation system.In addition,through the detailed analysis of price index system structure,can fully understand the effect of municipal pipeline construction of comprehensive evaluation index system construction principle,reference related index system,index selection based on certain principles and methods,on the basis of the existing evaluation index system at present stage,using hierarchical analysis method,combining with the social development index and economic comprehensive security index content such as the analysis of the evaluation index system of comprehensive municipal pipeline construction,finally it is concluded that the definition of value evaluation criteria.The comprehensive evaluation model of analysis and weighted average is applied to the evaluation of the comprehensive construction effect of municipal pipelines.According to the evaluation index system and comprehensive evaluation model of the comprehensive construction effect of municipal pipelines,this paper evaluates the different planning methods of representative roads or nodes in Beijing,and verifies the applicability and feasibility of the evaluation system and methods.The results show that the evaluation resultsverify the operability and effectiveness of the evaluation system.A reasonable and feasible evaluation system is an important yardstick to measure the construction effect.Quantifying the construction effect and displaying it to the public in the form of data can increase the persuasiveness,scientificity and comparability of the construction effect,and make the evaluation work reliable and high.Effectiveness will provide direction for the evaluation of the comprehensive planning and construction of municipal pipeline projects in succession throughout China.
