In recent years, the ever-increasing construction of China’s inland dry port has done much favor to the trade between inland areas and the coastal ports. While the exchange of goods between inland port and its homeport is usually transited by containers. In this network which transport activity is frequently exist, shippers should manage the choice of transport solutions for each batch of container cargo, in order to enhance transport efficiency, and it’s an important significance for the promotion of inland container transport sustainable development. If the shippers of inland container consider transportation costs and shipping time as the main factor, it is not difficult to select the optimum transportation solutions, because these two factors are direct and substantial. However, with the growing of transportation needs in diversity and difference, shippers have put forward new requirements to inland transport of containers in many ways. How to choose the best overall efficiency of transport solutions inevitably becomes a major problem that troubled shippers.The thesis expounds the combined cost theory of container transportation firstly, and takes it as the basis of transport solutions selection. The author supposes that the shippers should trade-offs between the economic costs, risk costs and carbon emissions to find the optimal solutions. Subsequently, the thesis clarifies that the shipper’s choice behavior belongs to the multi-attribute decision making problem, which the shippers choose a certain number of alternative transportation solutions on preference, after a comprehensive measurement they can get their greatest satisfaction by transportation solutions selection. Finally, the thesis establishes multi-attribute decision making model for the selection of transport solution, and by using cost-based formula and multi-attribute decision making model we can calculate decision matrix in different situations. And then, we apply information entropy method to calculate the attribute weights and ELECTRE-I algorithm to seek the most satisfied solution under shippers’ preferences, so as to provide some references for the shippers’ decision-making in practical cases.
