Study On Curb Parking Plan And Manage Of Hangzhou City Center Area

"It is difficult to drive a vehicle, the more difficult is to park" especially in the City Center Area, problem of parking is more serious. Curb parking, as the main constituent part of city parking facility, has more problems to deal with. The prime reason which conduced to the curb parking problem is absence of scientific planning and management On the basis of a great deal of investigated data and literature, combined with Parking Management Study of HangZhou, the paper id focus on rational scale, setting location, standard of setting traffic volume and management countermeasure. and give some advices to Curb parking plan and manage in the City Center Area of Hangzhou.The fixed property and quantity analyzing method are adopted. Firstly, the common characteristics and traffic status of CCA are analyzed, following to introduce the demarcation methods, provide the ranges of the centre district of city of Hangzhou. Secondly, parking characteristics indexes are reduced to three aspects: parking behavior characteristics, parking facilities utilization characteristics and parking vehicle types, through comparing on-street paring and curb Parking with the investigated data, curb parking characteristics are expressed. Thirdly, geometry characteristics of Urban street, parking lot setting manner, advantage and disadvantage of curb parking are analyzed, on the basis of analysis, bringing forward the theory analysis model of minimum synthetical generalized cost on curb parking optimum control scale, making traffic obstacle rate and level of service as fixed quantity control index for curb parking, and based on highway capacity and level of service, the critical traffic volume formulas of allowing setting are founded, then investigate the parking situation of HuBin district of HangZhou, and on the basis this give the curb parking requirements, following to give some advices to curb parking of HuBin district. Lastly, combining with traffic condition, the setting program of curb parking are summarized, the reasons are reduced to conceptN planning and management, comparing each aspect with foreign action, binging forward management countermeasure applied to HangZhou by using the experience of other countries for reference. Expect the result of study has important value to practical curb parking planning.
