Research Of Atc Safety Assessment System Based On ISO

Safety is the eternal lifeblood of civil aviation. With the further understanding about system-safety and safety-culture, ICAO(International Civil Aviation Organization) has made the schedule to promote SMS(Safety Management System) under global sky, the safety management of air traffic in CAAC has also been becoming a safety system engineering.The key of maintaining system safe and reliable is how to achive system-corporation among human, machine, and enviorment in air traffic management (ATM for abbreviation) in effective way. Therefore, the point of safety assessment of ATM system is the evaluation about management factors.Being the core element of ATM main work-link and air traffic service, the mission of air traffic control (ATC for abbreviation) service is to avoid collision of aircrafts or aircraft and obstacles in manoeuvring area, and to uphold and speed up the ordered flow of air traffic; the realization process is that air traffic controllers direct and adjust aircrafts flying smoothly and orderly by safe speration through air-ground communication established by radio. The point of this thesis is studying ATC safety assessment system from the management angle.ISO9001 QMS(Quality Manegement System) is the international quality management standerd fit for various organizations all over the world proposed by ISO(International Standerd Organization), the certificate work for ISO QMS has been implemented widely by lots of ATM units in China.The thesis built a model of ATC-MORT(Manegement Oversight and Risk Tree) safety assessment system based on ISO, by making safety identify the basic quality requirement of ATC service, and then sharing the rich quality management resources of ISO9001 QMS with Safety Manegement System.First of all, the thesis analyzes the current situation of China ATM safety and sftety assessment researchs in the world, and puts forward own contents and methods of research; secondly, by the estimate on China ATC system and ISO QMS, the thesis forms new comprehension of safety assessment under safety system engineering theory; the last but not the least, the thesis offers civil aviation ATC scientific management and assessment methods through using MORT model to set up ATC safety assessment system based on ISO and then doing deeply and actually feasibility researches on two sides-quantity analysis and operating model.
