With the development of China’s economy and transportation industry, the high-speed railway has grown in strength in recent years. High-speed railway dispatching system as a running command center of the high-speed train, it plays an important role to ensure the safety of the train and its high-speed, on-time running. This study focuses on how to use the scientific and reasonable safety measures on the high-speed railway dispatching system, identified a various types of risk factors in the dispatching operation timely, and constantly improve the safety level of the dispatching operations in the actual production. Based on the research and analysis of the high-speed railway dispatching system and its dispatching mode, this paper summarized four factors that influencing the system’s security from the actual situation of the working site: human factor, equipment factor, environmental factor, management factor; established system safety evaluation model of the high-speed railway dispatching system with MORT (Management Oversight and Risk Tree) and formated the sub-evaluation system of the various aspects of the system. The qualitative MORT model and quantitative analysis to evaluate the security situation of the high-speed railway dispatching system combined by using the expert investigation method and the Analytic Hierarchy Process that determined the weights of the various elements. Finally to analyze and calculate an example of a dispatching system, the MORT evaluation model is proved in line with the production practices of the high-speed railway dispatching system, and it also can provide new ideas for the railway dispatching management work.
