The modern war already has turned into the high-tech local war along the wide application of the new information technology as the main technology, and developed into the three- dimensional war of sea, land, air and space. The air attack is the necessary means of the first striking on the enemy's effective strength. So how to resist the enemy's air strike and preserve one's own power is the important subject of necessary research.On the modern war background, the anti-air raid combat, the same as the other combat, requires not only the raising of the battle equipment performance, but also the completely new requirement of command tactics, means and methods. The informatization of the armed forces command and control mechanism has been the important trend in the armed force information wave of each country. This is the major link which must be developed stressly from the point of view of the Chinese PLA development history and current situation. In recent years, under the guide ideology of building modern armed forces and developing informatization engineering, the modernization and informatization level of the Chinese PLA has been achieved great progress.The bundant research fruit has been achieved in the command automation and especially in the decision support domain.The studies of the air defence combat decision support system has some problems which must be developed and perfected because of the development of the method and technologies, the unballance of research application progress for various arms and various arts of war.On the basis of research achievement fields and related fields, and according to the combat and technical specifications, functions,and construction ideology of decision support system, this paper tries to explore the potentialities of current methods and technologies and to build the command and decision support system. The system applies in the training and combat of the defence missile unit and has some practical value and effectiveness. This paper has completed the main work as follows:1 .The paper advances the effectiveness concept of the air defence missile basic combat unit in accordance with the weak link of the overall effectiveness and static evaluation as the main method in the current combat effectiveness evaluation system. It clearly defines that the concept of the tactical effectiveness evaluation should give the consideration to the effectiveness evaluation of the individual basic combat unit. The dynamic tracking method should be adopted to reflect the changeable process, so that the combat effectiveness evaluation system is more concrete and objective.2. According to the affective factors of the evaluation objective and thecomplex characteristics of the affective process, the intelligence neural network has been set up applying the superiority of the neural network method. It has realized the dynamic evaluation of the effectiveness of the air defence missile combat unit. So it provides the basic data support in the building of a effetive and reliable decision support system.3. In accordance with the dynamic evaluation result of the basic combat unit's effectiveness, the integrated air defence missile combat decision support system has been built on the basis of various establishments,combat situations and requirements. Various forces depositions, position deployment and the expectative military successes of the operation mode can be measured and compared by the improved genetic algorithms. It uses the specified and scientific command and decision method to ensure to achieve the greatest results of battle wih the lowest costs.For the above-mentioned ideology and method, the developed decision support system is in building and improving, and it embodies a certain practicality and efficiency. In the research progress of this subject, a vast amount of documentary data have been retrieved and studied in which nobody has researched.
