The Study Of Urban Planning Decision Making Based On The Trisection Administration Systems

As the environments of political and economical have been changed, the development of the cities has been improved, the problems of city construction are boomed. The control role of Urban Planning to develop the city has mined. The urban planning systems based on the plan economy system must be reformed, especially decision making of urban planning. As the 16th Congress report stressed: based on decision,execution,supervision coordinating each other, We will continue promote government organs reform. The report established the administration trisection thought, which provided the opportunities of urban planning reforms. After analysis the current situation of urban planning decision making, we studied the institution reasons of wrong decision in urban planning. There are many factors such as single-decision making subject, non-procedure decision making, the indistinct duty and right etc., which are main disadvantages of urban planning decision making in plan economic system and are not suit for the social development in transform economy. With the background of administration trisection systems, we studied the principles of separate and restrict of power and built a frame structure of urban planning decision making model, including Decision Making Bureau, Executive Bureau and Supervision Bureau. The new model changed the urban planning decision making performance, made the decision making pattern transform concentrate into decentralize, convert self-enclosed decision making system into open one, from no responsibility to responsibility in decision making. Meanwhile, the new model has some disadvantages, such as connecting between the old urban planning system and the new one, dictatorial, mechanical and lagging in decision making. In view of existing situation, the paper puts forward a new approach which optimize the urban planning decision making, puts forward moderate separation of urban planning decision making power, improve and perfect the urban planning legal system,,perfect the institute construct in public participation and enhance the supervision of urban planning.
