Medium-Voltage Distribution network planning is according to capacity of the transformer substation and capacity of the load, design best network structure provide for user long and steady and can meet the electric energy of the user's needs on the premise of power supply capacity of the substation. Medium-Voltage Distribution network planning involves restrains such as transformer substation hold quantity, feeder to be laid or not, radiation of network structure, network power loss little, load is supplied reliably etc. It is a non-linear integer-planning problem. So the traditional optimize algorithms is difficult to solve poly-goal, poly-restrain problems.An improve poly-population genetic algorithm is put forward in this paper, solves poly-goal optimization with poly-population (father, son, quintessence population), father, son population introduce the self-adaptive operator, and the father, son population keep exchanging the optimum individual information, quintessence population keep father and son optimum individual, each population evolves in coordination, realize that the overall situation is sought excellently; the repair scheme to the unsatisfied radiation network shelf is proposed; the analytic hierarchy process to melt accurately in fuzzy weight operators of personnel is adopted; the poly-substation is included in the distribution network planning in this paper, approach close to the electric network planning of the realistic big city even more; the improvement algorithm and scheme put forward above is applied to the distribution network planning, realizethat the overall situation is sought excellently.Corresponding software using C++ is programmed according to the algorithm mentioned above. The calculation to the typical IEEE poly-substation examples and domestic single-substation examples shows that the proposed method is correct and effective.
