Distribution network is the final step of electricity transmission,which also has the closest relationship with general users.Therefore, the distribution network planning is always the research focuse of both inside and outside experts. The main thought of traditional distribution network planning is period planning, which cause the imbalance of network planning and distribution automation planning to a certain extent, reducing the integrity of distribution network planning and increasing the investment and transformation cost.On the basis of the basic theory of distribution network planning and the overall efficiency of distribution network planning, the paper established a comprehensive model,which combined wire cost, section switch cost, communications network and operating cost,considering distribution network planning and distribution automation planning, with the reliability constraint and typical wiring mode constraint.Besides, the model quantified the difficulty degree of protection configuration according to the different configuration level of the automatic switch,which including easy to implement,can realize and hard to.Then,the proposed theory was merged into the objective function in the form of penalty functionTo solve the complicated model, this paper proposed a partheno-genetic algorithm based on tree structure coding. Tree structure encoding genetic algorithm does not require the initial population diversity.Through its unique selection and mutation operation, the optimization process can quickly reach convergence. Another feature of the algorithm is that it can effectively avoid premature.In the example,the proposed model and algorithm was applied to the typical IEEE50point system.The analysis of optimization results of typical connection mode verified the scientificity and effectiveness of proposed model and algorithm.
