To protect environment and save energy is a popular issue now. And it is becoming a highly valued opinion of how to recovery the low temperature waste heat occurring in industrial process. Heat pump, as an effective energy saying device, is qualified to be employed in saving energy and enhancing energy utilization. Based on the study of large low temperature waste heat occurring in turbine circle water located in certain Power Plant, a Water Source Heat Pump (WSHP) system is proposed to recover low temperature waste heat and supply heat in winter and cool in summer for plant office.This paper firstly points out the feasibility of developing program of refrigerants thermodynamic properties calculation and introduces three kinds of calculation methods in detail: diagram method, equations of state (EOS) method and polynomial function fitting method. The software of cooling/heat pump cycle analysis is developed, it can be used to calculate the single-stage vapor compression refrigeration /heat pump thermodynamic cycle with 12 kinds of refrigerants. On the basis of summarization for the experiences and achievements about heat pump technology and the practical production process in Power Plant, the technical and economic analysis is made using WSHP system for plant office, which is presented in this paper.This paper analyzes the system with thermodynamic efficiency and thermo-economic optimization respectively in order to improve the performance of the WSHP system. Pinch point temperature differences analysis method was introduced in this paper, and the major equipments of system was designed in term of the guideline that the best total efficiency of cooling and heating mode should be achieved. Then the paper puts forward an integrated optimal mathematical model with an objective function of annual total costs per load according to technical and economic optimal principle. This model is used to calculate and optimize some key operating parameters and components. After analysis, the optimization direction is presented with different targets.In order to analyze economic character of WSHP totally, cost-effectiveness analysis is selected to compare economy of WSHP system with some routine systems in Dalian district. The first cost, operating cost etc. are selected as appraising targets. The comparison result shows that WSHP system is the ideal system for air condition in power plants. The operating cost of WSHP system for heating is estimated and compared with former heating way. The calculated result shows that the present method can save about $260,879 every year for heating. The study has indicated that using WSHP system for air condition in power plants can not only reduce first cost of investment, but also realize high efficient and energy-saving operation. The significance of reusing low phase energy is emphasized again according to the conclusion.
