Integrated Hydraulic power plant automation system is an important assurance for the safe and high efficient working of power plant., which consists of the controls and protections of generators transformers and public devices. With the rapid development and mature of computer and electronic technology, high reliable integrated substation automation system has been applied widely and replaced the traditional automatic equipments. The supervisory control system of Hydraulic power plant is an important factor to achieve high level automation. Local control unit is the basis and core of the supervisory control system of Hydraulic power plant ,but the local control unit of generators is the key for the safe working of power plant. With the advanced widely open designing ideas, based on the summarization and analysis of related papers and documents, designs the Hydraulic power plant local control unit based on PCC As a new developing technology, PCC leads a revolution in the field of industry, and create a new time. PCC changes the old complex structure of LCU, make the system more rapid and reliable. Thus brings a new breakthrough to hydraulic power plant monitor and control system not only in structure but also in technique. Because of the simplification of the system structure, saves the costs of the hardwares of the power plant in the poor regions.In this paper, the general international situation about the automation of hydraulic power plant, the design structure and characteristic of local control unit in existence, the aims and meanings of this paper are introduced firstly, then the reason and theory of selecting controller is given. In the chapter 3,the general design of this system is introduced generally, including the selection of control structure and control mode, the design requirement of LCU and the realization of function. In the chapter 4, the design of hardware and electrical drawings based on PCC is explained in detail. In the chapter 5, the design of software based on PCC is introduced in detail, which deals with the communication program .In theend, the local test about this system is introduced,the performance and disadvantages are discussed and the impersonal elevation and foreground about the system are given.This control system has been applied successfully, and the situation of running proved the superiority of this system.
