With the development of social productive power and the increase of the residents' living standards, the social dependence on electric power is becoming deeper and deeper. Recently, the confliction between the supply and the demand of electric power is becoming more and more serious. To release the confliction, aiming at the character of our country with abundant coal resource, the construction of heat-engine plant has become the main trend of energy development in our country.Safe production is the base of all the heat-engine plant construction work. In order to carry out the "Safety first, Prevention primary" policy during the construction process, to provide the scientific guidelines for safety design of the construction project, to provide the decision information on organizing safe production for the enterprise after the project has finished and gone into production, to provide technical support for the integrated managing department of safe production to carry out the state safety monitor and management, and to increase the safety grade of the construction project, National Development and Reform Commission (NDRC) and State Administration of Work Safety (SAWS) have promulgated jointly the "three simultaneous" Work Notice about Enhancement on Safe Establishment of Construction Project (NDRC investment [2003], No. 1346). The notice requires that the safety research should be enhanced via developing safety pre-evaluation work in the earlier stage of heat-engine plant construction projects.As parts of safety pre-evaluation work, this thesis focuses on the risk of fire hazard and explosion that may exist in the fifth construction project of the WUHU heat-engine plant. The technique of production and 9 units of construction site are investigated quantitatively using Danger Pre-Analysis Method. 5 units are investigated semi-quantitatively using Work Condition Danger Evaluation Method. 4 types of accidents are investigated quantitatively using Heavy Accident Result Simulation Analysis Method. Petroleum storage depot is investigated quantitatively to identify the heavy danger sources using Fire Hazard and Explosion Danger Index Evaluation Method of American Dow Chemical Company. Aiming at the heavy danger factors of the construction project, countermeasures are submitted to reduce the danger factors. And against the related safety issues during the project design process, construction process and production process, the specific measures are established. The research provides guidelines to reduce and inhibit accidents at maximum limitation and satisfies the requirements of safe production.
