With the construction of transportation especially high grade road in our country going into flourish development period, in order to improve the quality of engineering management and ensure it to develop in scientific, modern directions, it has become an important development direction to use computer aided management in the field of modern highway construction management. Today, modern management technology and computer technology change quickly, so it is necessary desire to make full use of computer to manage and control lots of information in the highway management, such as data, tables, documents and so forth.In this thesis, on the base of summarizing the research and application actuality of highway engineering management software in our country and abroad, combined with engineering practice and the development of computer technology, the author proposed to integrate highway test and check and quality inspection and evaluation, applied COM and the related technology(ActiveX technology) into software development, established a set of application system highway test and check and quality inspection and evaluation which is base on COM and is three tier. The thesis expatiated system analysis, system design, establishment of the architecture, database design, design of all modules, development of business tier COM and user tier COM; studied thoroughly the kernel technology of achievement in this system(such as data access, Office development etc.), presented corresponding project; and the architecture and positon of the system in Highway Project Visual Management System is discussed in the paper; At last, the author introduced the implement, testing and an application case of the system, summed up the research results of this dissertation and brought forth some research questions."Highway project Test Check and quality inspection and evaluation integrate system" provides a new, scientific and accurate, rapidly and efficiently management tool to process and manage data, and offers engineers a technique to substitute traditional work mode.
