Being an important port city in eastern Guangdong, Shantou is located on the seacoast of Pacific Ocean . Because it is right at the crossing point of Han River, Rong River and Lian River, Shantou often suffers from the flood, rainstorm, tide, typhoon, etc. So Shantou is a model city for nature disaster research in China. To help the flood disaster decision-making and enhance the preventing flood ability, it is important to manage the hydraulic facility data by a modern informational way. The paper upbuilded a GIS database for Shantou's hydraulic facility, with the 00 spatial data model—Geodatabase. Based on that database, the paper optimized the primary flood disaster model, combining with the knowledge of hydraulics. Thus it solved the difficult problem of inefficient operation in the primary model. At last, the paper summed up the raster technology in the optimized model.
