Crews are the most important human resources of shipping enterprises. They have made the decisive influence on development of the shipping enterprise. With the issue and implementation of STCW 78/95 convention, all manning companies and Maritime Education Institutions are required to obey it constantly and accordingly for shipping industry in our country. To meet the requirement of the convention, the standard level of crew is required to rise as well as the training standard level. The mode & way of the crew's training is required to change accordingly. Hence, how to arrange the training programs for crew under new standard rationally and do crew manning to serve for foreign Vessel Fleets will be the key link of making human resource plan in shipping enterprises nowadays.This paper's points are based on Crew's Manning of shipping enterprises for international market. By analyzing the issues and demand of crew's retraining, we find out the theoretical significance of crew's retraining. By means of the SWOT analysis of mode for crew's training, we get the advantage and disadvantage of mode for crew's training compared with them in the past and at present which will help us to change our traditional mode of training accordingly and easily. We also analysis the factor for influencing the status quo of the shipping configuration and crew who is signed on foreign vessel fleet . Based on these information , we put forward to how to make a program of crew's retraining and how to make them effective in shipping enterprises as well as how to promote the training method and way with the help of new technology both for teaching and learning instead of the old one at present. In order to make the retraining program efficiency, the testing and estimating of the result of the retraining programs is aimed to make sure who is qualified crew after retraining.
