In the nineties of last century, both the amendment to STCW95 adopted by IMO and ISM CODE are the most important things that affect the whole systems in the member states to be at international standards.Our country, one of Group (A) Members States of IMO council, is a big country in the shipping industry and better in the maritime education and training. But with the daily profound changes that are taking place in the structures of international economy and trade, the aggravated technical competition and China entering the WTO, the seafarers' performance at work is not good enough comparing with the international competition requirement and the urgent demand caused by domestic development of shipping industry. At the same time as the international shipping center and the international shipping think market moving to the east the domestic marine education is facing higher demand and a good change to take a rapid development.As to nowadays situation it's of great sense to study on how to take our potential advantages to participate in the international seafarer market actively under the premise that the demand of mechanists by domestic fleet has been satisfied, so as to enlarge the advantages in disposition and depth as well as quantity of Chinese oceangoing seafarers, aiming at enhancing our status in the international shipping field. Also it promotes higher aim and mission to the domestic marine education and training.This paper analyzes the present situations of MET and compares Chinese MET system with those abroad soundly, then forecasts the demand-supply conditions with the utilization of measurable ways and promotes an integrated planning program of Chinese seafarers based on the study above.
