The main content of this paper is to study application of matter-element model of nonlinear synthesis assessment with multiple aims in city road crosses system and municipal road quality synthesis assessment. Firstly, we summarize extension, and compare extension set to classical set and fuzzy set, and analyze this set. Secondly, we introduce the basic theories of matter-element analyses, extension mathematics and multiple elements analyzing synthesis assessment method in nonlinear system, and sum up the implication results of extension in assessment, prediction. Finally according to the basic theories of matter-element analyses, extension mathematics, multiple elements analyzing synthesis assessment method, and the theories ofextension measurement, we raise the division of extension space F ,and set up matter-element model of nonlinear extension synthesis assessment. In order to improve the objectivity of assessment, so as to use information resources at most, in this paper, we use simple dependent function to confirm weighting coefficient of every key factor, and compare this way to level analyses method. By calculating connection degree of corresponding matter-element, we can sum up relevant goal assessment with multiple parameter factors to single goal policy, drawing support from extension measurement to go on estimate in partial information resources, regard rank as final appraisal conclusion, and give quantitative evaluation result. Seeing that synthesis connection degree of matter-element can briefly reflect degree of corresponding matter-element according with number range of certain standard target, this paper compares the multi-ingredient extension synthesis assessment to other methods ,such as gray correlated degree evaluation and fuzzy comprehensive evaluation, we make out with connection degree, while rank variable characteristic value can accurately reflect synthesis state of matter-element for accessing. Thus, we overcome the deficiency of judging synthesis state by whole quantity comparing with background value. This paper applies the non-linear extension synthesis assessment method to city road crosses system rank assessment and municipal road quality synthesis assessment separately, and assesses them in different methods ,and gets better results. Comparing with traditional assessment methods, such as gray correlated degree evaluation and fuzzy comprehensive evaluation (FCE method), the results suggest that this method can better reflect the rank of city road crosses system and the degree of municipal road quality, and the assessment is more objective, more rational. It indicts that non-linear extension method to synthesis assessment method has certain practicability, and has a very good application prospect in some aspect.
